Demonstration project

Tahkoluoto Offshore Oy is planning an Extension project to Tahkoluoto offshore wind farm. The wind farm area will be located 4–22 kilometres off the coast of Pori, in Western Finland. The project kicks off with a demonstration project where two wind turbines will be built to pilot new, large-scale offshore wind turbines and a foundation concept for deep waters (15–45 metres) in frozen sea conditions. The aim of the project is to alleviate the risks pertaining to offshore wind power and to create means for building market-based offshore wind power production.

The demonstration project has received a grant of 30 million euros from The Ministry of Economic Affairs and Employment in Finland. The project will make use of the comprehensive environmental analyses done for Tahkoluoto offshore wind farm and the existing land use plan. The two wind turbines of the demonstration project will be built in 2023–2026.

The total capacity of the wind turbines in the demonstration phase is approx. 30 megawatts, and the expected annual production is approx. 109 gigawatt hours. The investment will reduce Finland’s carbon emissions by some 15,400 tons per year and is expected to have an employment impact of 200–250 man-years.

Project steps

  • The Environmental Impact Assessment for Tahkoluoto Extension project was carried out in 2020–2021.
  • The land use plan was approved by Pori City Council in November, 2022.
  • Metsähallitus, the state enterprise that manages state-owned lands and waters in Finland, and Suomen Hyötytuuli signed an access right contract by which Metsähallitus leases the public water area off the coast of Pori Tahkoluoto to Suomen Hyötytuuli for wind power production in January, 2023. The agreement is the first long-running access right contract for public water area designated for wind power production in Finland.
  • Suomen Hyötytuuli received a grant of 30 million euros for offshore wind power investment in accordance with Finland’s Recovery and Resilience Plan and utilizing the funds available through the EU’s Recovery and Resilience Facility in February, 2023.
  • The demonstration project has been granted water and building permits.
